In the Skype for Business main window, click the arrow next to the Options button, and select Tools > Audio Device Settings. Under Audio device, choose the device you want. Click the green arrow next to Speaker to hear a sample tone, and drag the slider if you need to adjust the volume.
The issue seems unique. Please try the following to check if there is any improvement:
Completely uninstall Office with the easy fix tool. Please refer to the Option 2 section in this article:
2. Make sure the Skype for Business client is the latest. So please install the Office suites via Office 365 portal (https://portal.office.com/OLS/MySoftware.aspx).
Note: if you are using Office 365 Business Premium plan, the Skype for Business client need to be downloaded and installed separately in the portal.
If the issue persists, I’d like to collect the following information to better understand your situation:
The detailed version of the Skype for Business client.
Sign out and check if Audio and Video settings are in the Skype for Business menu.
3. Does the issue occur to other users in your organization? Please check it if necessary.

Thanks for the tips here. I was hoping to avoid a complete re-install of everything office, but that's what it took to clear this up. They are the only victim of this so far, so I don't have much to offer in terms of identifying a pattern. I'll keep an eye on it for now I guess.

Some screenshot about “those options are all missing in the menu.”
Does the Skype for business work fine before?
Go to Skype for business admin center >users > double click this user >general> option to check if the Audio and Video option is selected.

Basically everything below Phones or Alerts, as a vague recollection of the dividing line, had disappeared from the Options dialogue. Skype did work before and we a fairly sure that this was not admin / policy enforced to the extent that the user could still make audio and video calls, even though they could not confirm or change those settings in their absence. We're about ready to chalk this one up to a GUI / client corruption issue that the reinstall seems to have fixed and we'll see if it holds. I will look to confirm the options in the admin center though.

With the following, the VMware Virtual Audio (DevTap) and VMware Virtual Microphone (DevTap) devices are not available in Skype for Business:
Horizon 7.3.2 Connection Servers
Horizon Agent 7.3.2
macOS (10.13.5 in our case)
Horizon Client for Mac 4.7.0
In this case, analog and USB headsets work fine, but Bluetooth headphones cannot be used. Note that only AirPods were tested.
Upgrading only the Horizon Client for Mac from v4.7.0 to v4.8.0 caused the VMware Virtual Audio (DevTap) and VMware Virtual Microphone (DevTap) to appear in the SfB Audio Device selection and the AirPods worked. Great!
Then we upgraded Horizon to v7.5.0 and, of course, upgraded Horizon Agent from v7.3.2 to v7.5.0. Now we're back where we started: no VMware Virtual Audio (DevTap) or VMware Virtual Microphone (DevTap) options in the SfB Audio Device selection. What gives? The AirPods work fine in Windows in all configurations (playback and mic). When will this be fixed? Are we just waiting for another update to the Horizon Client for Mac?
